Ensures that a time value has been entered. The time must conform to the Format. The format must be either a specific format such as "T" or the name format "Short Time".

Validation.Time can also ensure that the time falls within a time range, specified with the RangeStartTime and RangeEndTime attributes. To pass the validation, the time must be on or after the RangeStartTime, and be on or before the RangeEndTime.

If the validation does not pass, the ErrorMessage will be displayed in a message box. Also, if the Class is set, the InputElement's appearance will change according to that class.
